If the brake of your city tour 2 is unable to be engaged or unable to release the first thing is to check there is no dirt/grit/debris in the wheels and brake interfering with normal movement of the brake.
Remove both rear wheels and check for any obvious signs of dirt or damage to the wheels.
With the wheels removed apply and release the brake by hand and check both brake pins to see if they are moving normally.
Brake Stuck - unable to be released or engaged
If brake pin is sticking out and doesn't retract even when you've press on the brake pin with your finger OR if the brake pin does not move when applying the brake.
There may be grit/dirt up inside the brake assembly jamming the pin. Try cleaning around the wheel pin as best you can and then spray with a spray lubricant into the wheel pin. Tip the pram on it's side and leave for a couple of hours to allow the lubricant to soak into the mechanism before testing if this resolved the issue.
Brake Pin Sticking Out - Can Be Pressed In
If the brake pin is sticking out and can be pushed in - but springs back - this indicates you will need a replacement brake assembly to resolve the issue.
