If one wheel isn't spinning freely when no weight is on the wheel (ie when the stroller is tipped back so the front wheels are in the air) there may be something stuck inside the wheel causing it to jam the most common thing to look for is hair or string wrapped around the inside of the wheel. It can also be gritty dirt/sand.
Firstly check for hair/string. Sometimes only a very small amount is visible at a glance but substantial amount is then removed using a fine tool (like narrow tweezers or even a pin to hook out whatever is caught inside the wheel.)

If you can't see anything it could be grit/sand deeper in. If you have a cleaning brush you can try to dislodge anything caught inside. An old toothbrush can also work.
If this doesn't resolve the issue you can try applying a spray lubricant in and around the wheel hub. We recommend cleaning out the space as best you can first though as lubricant can make the area tacky and so harder to clean any debris afterwards.
